Everything points to your Data Reader Writer Accounts.  Are these created and configured with the correct permissions?

Can you telnet both ways between the two management servers using port 5724 and the FQND?  Not IP but FQDN.

Event ID 1000 points to a DNS problem.

Check firewall settings.  I had this exact same problem and it turned out to be a TMG that was too secure.  Some data managed to get through but not all of the data.

Without hands-on and more info this is tough to troubleshoot.  Check a couple of things:

1) Eventvwr – see what other errors you can find

2) Ports / Firewalls – anything blocking

3) SPN’s
