In a quest to save costs, I am trying to write a PowerShell script to find long-running VMs in Azure. However, I cannot find a VM property containing start time or uptime of any sort.

Any thoughts on how I can do this without SCOM?

I’m not sure how you would do this in Azure, but in AWS my company leverages tags. Instances need to be tagged a certain way otherwise a script automatically shuts down the instance at night. If you want your instance to stay on, you have to be sure it is tagged a certain way. We also use instance tags for charge-back so if some dept wants to leave their server running all the time they are certainly free to do so…but they will be charged for it!
