Notifications not from RMS?

 Hi!

As I know only RMS server sends notifications. Is it possible to send notifications from other MS server in case of root server failure?

I don't think it is possible to send notification from through another MS. if your RMS is down, pretty much all environment is down. You wont have any visibility.
