This looks to be the key of your error message:
"The Health Service could not log on the RunAs account METRO\pparamo for management group LAUREL_MG. The error is Logon failure: unknown user name or bad password."
I would suggest you get into the Administrator space --> Run As Accounts and update the password everywhere this account appears in this area.
Also, be certain this account has local administrator privileges on both the SCE Server and if SQL is on a separate server, both local administrator and DBO rights to SCE databases there as well.
