Had the same issue recently - it was actually the Gateway server that was too busy, causing some agents filling up their queues.

Are you using that agent as a proxy? After you clear the health cache how long it takes to fill up queue again? Are you doing an unsual data collection from that agent? Also if you have multiple Management servers in the environment can you re-point the agent to another MS.

The agent is being used as a proxy. The issue started about 3 weeks ago. Clearing the Queue and resetting the health doesn't reset it to Healthy. It never returns to a healthy state. Removing the agent and reinstalling it doesn't help either.
There is one RMS and the server is in California and the RMS in Kentucky. Its the only server with this issue. We ran diagnostic on the network segments between those points and it appears to be ok, but resetting the health never gets it below the threshold.

Hi,
try to delete the health service state directory on the agent after you have stopped the SystemCenter Management service and then restart the service.

1. I have deleted the health service directory and restarted the service. I have done this several times but the Monitor for the Send Queue stays at 61% which is 1% above the threshold for critical.
2. I have also tried to remove the agent and reinstall it.
Once its reinstalled, it seems to retain the history of state changes so it comes back as critical immediately.
3. I have also tried putting it into maintenance mode for a day, it didn't help.
4. I also tried setting an override for the monitor to 80% for that server, reset the health.
5. Then I tried disabling the monitor for that computer, it also failed.
I haven't seen anything like this. Any clues?
